Women always say one thing and mean other

My Mom argued with my Dad yesterday evening. I tried to persuade and make them hand in hand, but my Mom thought I always support my father. It seemed what I said added fuel to the flames. Who do I want to support? Like the question: “who do you like more, Mom or Dad?” I don’t know. I support who is reasonable. Girls and women like making trouble out of nothing, include me. I always lose my mind, and I often cry. Probably your GF and wife are the same as me… Why?Maybe there is no reason, just because they are female, they need love. If you are men, you should be more generous, patient to protect them, lull them and love them. Remember classical sentence: Women always say one thing and mean other.

Wu Yi apologizes for high medical costs

Vice-Premier Wu Yi apologized to lawmakers yesterday for failing to check soaring medical expenses.
"People are dissatisfied, and I feel guilty for that. I should apologize to you," Wu said at a panel discussion with lawmakers on the sidelines of the Fifth Session of the 10th National People's Congress (NPC).
Wu, who successfully steered China's negotiations with the World Trade Organization, is the only female vice-premier in the cabinet. Her jurisdiction includes health and medical services.
Rising medical costs have become a major concern in China. And a series of accidents caused by substandard food and medicine added to people's woes.
"Food and drug safety are a matter of people's health and security," Wu said.
Statistics show that nearly 70 percent of China's food producers are small factories or workshops. More than 85 percent of China's drug manufacturers are small companies with annual sales revenue of less than 100 million yuan ($12.9 million).
Wu promised that the government would more closely supervise small workshops, food stores, stalls and eateries, the likeliest sources of food poisoning.
The government will also monitor food and drug makers and distributors more closely, Wu said.
She also promised to address problems in the medicine sector and said the country's drug watchdog would improve the administrative system for drug research and production.
'Basic medicine system'
Health Minister Gao Qiang said yesterday that China had pinned its hopes on a "basic medicine system" to tackle complaints about limited public access to medicine.
"High drug prices are a major reason for high medical expenses. The key to this problem is to set up a basic medicine system," Gao told reporters on the sidelines of the ongoing parliamentary session.
The system, which would include a catalogue of necessary drugs that would be produced and distributed under government control and supervision, could help ensure access to a range of basic medicines and prevent manufacturers and business people from circumventing existing price controls, Gao said.
In the late 1970s and early 1980s, the central government reduced funding for healthcare, creating deficits for public health institutions. This move forced hospitals to generate their own revenue by aggressively selling drugs.
To stem the rising tide of public complaints about high medical costs, the National Development and Reform Commission (NDRC) capped the cost of hundreds of drugs.
However, critics argue that the price cuts have not been effective since drug manufacturers often change the names and packaging of their drugs to escape price controls.
Some hospitals and clinics have also turned a blind eye to government price caps and refused to prescribe lower-priced alternative drugs.
Gao said drug production, distribution and use were all riddled with problems, which not only inflated drug prices, but also upset the public.
"I myself am also very dissatisfied," he said.
He said the catalogue could be based on 300 to 400 drugs recommended by the World Health Organization every year.
"The government must take action to tighten control and supervision of the production, purchase and distribution of drugs to ensure that they are safe and sold at affordable prices," the minister said.

建立金融中心的上海还需要什么?

国务院总理温家宝25日主持召开国务院常务会议,审议并原则通过关于推进上海加快发展现代服务业和先进制造业、建设国际金融中心和国际航运中心的意见,提出到2020年,将上海基本建成与中国经济实力和人民币国际地位相适应的国际金融中心。

上海建立金融中心是大势所趋,没有高效的金融中心,就不可能有强大的实体经济,反之亦然。国务院之所以最终确立上海成为国际金融中心,不仅因为上海具有远东金融中心的历史传统,更因为上海有幅射深远的多层次的金融市场,业已成为国内最重要的金融市场。

经过多年打造,上海金融体系已初具规模:已建立起包括商业银行、证券公司、保险公司、基金管理公司、信托公司、期货公司、金融租赁公司、货币经纪公司、票据业务中心等在内的类型齐全的金融机构体系;金融机构资产增长迅速,“十五”末,上海金融机构总资产达到3.2万亿元,约占全国的9%。截至2007年底,全国金融机构资产总额60.48万亿元,上海就占了6.94万亿元,约为全国金融总资产的11.5%。

国内金融中心的法律归属争夺战至此可以告一段落,市场总量的争夺还将继续,这对刺激上海的市场化改革只有好处没有坏处。

从短期来看,上海与香港金融市场并不冲突,由于人民币还不能自由兑换,一些人民币离岸结算等只能在香港进行,而境外发行人民币债券等业务,上海也无法在短期内与香港抗衡。但从长期来看,香港的金融中心地位将转移给上海,上海在境内的幅射更为深广,一旦人民币资本项目彻底放开,人民币汇率彻底市场化,上海将可以给境内外人士提供所有的金融服务,同时,上海也不存在香港的港币与人民币挂钩的难题。

香港的桥头堡作用正是因为人民币的非国际化,内地市场的封闭和中介服务的不完善,如果内地的制度建设能够跟上,处处桥头堡,也就不存在桥头堡了。国务院意见给出的人民币国际化的时间节点是2020年,距今还有12年的时间,这段时间也是香港与上海之间的交接期。

即便以最乐观的估计,人民币国际化顺利完成,也不能否定香港的区域金融中心的地位,正如中国与东盟的人民币结算需要昆明这一区域金融中心一样,人民币国际化之后,在西北、中部、东北都需要区域金融中心,正如纽约是国际金融中心,并不妨碍芝加哥成为国际期货市场中心,上海成为国际金融中心,新加坡与东京照样也能成为国际金融中心。

虽然上海被指定为中国的国际金融中心,但是并不意味着上海万事俱备。到现在为止,上海多层次的资本市场、以及数目众多的金融机构主要是政策利好的产物,而不是市场自发积极发展的产物。

上海金融国资所占比例位居全国翘楚,市场管制较严且水平不高,没有沽空等手段,权证市场的管理一地鸡毛,反映市场资金流向的私募基金数量,深圳和北京均高于上海,说明纯以市场吸引力而论,上海落于深圳和北京之后。当然,上海正在进行制度性改良,并且有所收效。比如2008年12月30日,上海市黄浦区法院成立民事审判第五庭,作为专门的金融审判庭。

要建立金融中心,上海有关部门的思维必须更贴近市场,更贴近法律。成为国际金融中心最终要靠市场的选择,吸引市场人士靠的是效率与规范,而不是国务院的一纸文件,哪怕世界银行下文件都不管用。

所谓的国际金融中心,不是资金中心,不是政策的特区,而是所有风险都可以通过交易对冲的方式,得到提前释放,由此给实体经济提供稳定的发展环境和准确的估值判断。此次国务院文件给予上海足够的试验空间,上海理应抓住机遇,以创新、效率与规范向市场表明自己建立金融中心的诚意,上海有必要抓住任何市场风险如汇率、利率等,通过在上海市场的交易得到释放,如此上海也就能真正确立国际金融中心的地位。

仅靠上海的努力还是不够,还需要中国金融体制的大改革。目前上海已经成为金融市场中心,不过由于金融行政决策中心还在北京,因此出现了金融机构总部从各个地区回迁北京的情况,形成金融决策与市场两张皮现象。金融机构必须到北京跑政策跑文件,如果这样的局面不改,中国什么地方都不可能成为国际金融中心。

为了在中国建立国际金融中心,中国的金融管理、金融行政必须同步进行大刀阔斧的改革,有关部门除了关系经济安全的事项外,其他审批放权,对金融产品持宽容态度,并且尽可能将市场决策中心转移到上海。如此,才能向所有的市场人士发出中国金融改革的宣言书。

Palm pre能证明自己还活着

2009CES上Palm发布了新款手机Palm pre,而且随着这部手机的发布让Palm低迷的股价暴涨。提起Palm很多人都会想到其经典的Palm手机操作系统,曾经和windows mobile、RIM、symbian、linux并称全球四大智能手机操作系统。然而,自从Palm在2006年放弃了自家的操作系统,转而使用windows mobile之后,Palm开始在智能机领域销声匿迹。

2009年,Palm推出了Palm pre手机以及全新的智能机操作系统WebOS,引发了行业对Palm的极大兴趣,因为这款操作系统和当前最流行的iPhone、Android一样将接入internet以及主流的社区功能、touch功能作为最大的卖点。
那么,到底Palm pre以及webos诞生的意义在哪里?是否真的能够和iPhone、Android、windows mobile、symbian同台竞技?是否有足够的实力影响未来手机市场的格局?
Palm pre的意义
Palm pre以及webos诞生的意义在于让行业重新看到了Palm还“活着”,却并不能够给消费者带来什么影响。
之所以这么说,是因为当前智能手机已经进入了超低价,Palm迄今为止在中国等很多市场是采取购买牌照和入网证的方式销售,渠道的成本很高,Palm的产品售价也一直居高不下。随着iPhone、诺基亚S60、windows mobile价格的不断回落,Palm的高价策略正在遭受冲击,可以肯定的是Palm pre不会以低价销售,因此很难获得市场认可。
其次,虽然他们开发出了webos,但是Palm仍没有实力将webos向android那样推向更多的手机企业,况且谷歌的android是免费赠予手机企业使用,并提供技术、资金的支持,谷歌的用意是在无线互联网,Palm没有谷歌那样的搜索引擎和无线互联网盈利模式。
同样,Palm也没有像诺基亚那样在无线互联网上构建一套可以依靠增值业务获得收入的平台,因此Palm只可以依靠销售手机或者销售软件盈利,这无疑是困难的。既然推出Palm pre以及webos不一定能够获得市场认可,也并不能给Palm带来好的盈利,那么意义何在?
笔者认为,新品的推出可以帮助Palm寻找合适的买家,以合理的价格出售。迫切进入手机领域的戴尔、惠普都是潜在的买家,webos和戴尔、惠普电脑产生协同效应,从而增加其价值。
能否与iPhone竞争?
回答这个问题之前,我们要来看手机行业发展的本质是什么?
当前手机行业已经进入了软件决定成败的时代,无论是份额最大的诺基亚,还是我们国家广州深圳一代的山寨机企业,由于硬件技术的成熟,手机制造的门槛越来越低,硬件不再起决定性作用,相反软件才决定手机的成败。
因为手机行业的本质是应用性,而拍照、音乐、大容量内存的普及,让手机硬件的变革已经达到了极点,手机用户已经玩腻了这些硬件的功能,他们更在乎手机上网、手机游戏、手机社区、手机IM等等,基于客户端软件的应用。
而iPhone、symbian、android也正在向这个方向努力,并获得了巨大的成功,特别是iPhone依靠其和imac、macbook、itunes之间强的关联性,大大增加了iPhone的应用性,让其可玩性更强。我想iPhone的成功并非是touch,更重要的是这种与PC之间的关联带来极强的应用性。
再来分析Palm pre依靠touch,重力感应等功能已经无法吸引用户关注,毕竟连山寨版的iPhone都可以轻松实现这些功能,所以Palm pre最大的竞争力是其互联网性能。然而由于palm没有一个良好的关联性伙伴,也没有一个在无线互联网的战略布局、盈利方式,这注定了Palm pre和iPhone没有可比性。因为iPhone可以用成本价格去销售机器,然后通过itunes以及一些apps插件来获得盈利,但是Palm没法这么做,他们只能靠卖Palm pre赚钱,所以价格会很高,和iPhone相比没有性价比。
未来手机市场格局会是怎样的?
很显然,Palm pre也不会影响到未来智能手机市场的格局,除非被一家有能力抢占无线互联网的企业收购,并发挥协同效应。未来手机市场的格局会是以无线互联网应用为主,硬件价格会非常的低,手机企业不依靠手机赚钱,靠的是软件和增值服务。
笔者预测,以诺基亚为首的symbian阵营、微软为首的windows mobile、谷歌为首的android将主导未来手机市场,因为这三家企业都已经完成了无线互联网布局,并在逐步的实施中。我们也清楚的看到,诺基亚正在收缩手机战线,因为他们发现制造手机的利润越来越低,诺基亚自己在缩减自己的份额,因为他们要提高利润率,要做赚钱的买卖,要集中精力扩展智能机市场,并加大无线互联网的投入。
而谷歌更是如此,他们甚至要制造Android桌面操作系统,从而有效的发挥手机和PC之间的协同效应,建立起一个以Mobilephone、PC捆绑的圈子,让更多的人加入到圈子里,从而获得更丰厚的广告收入。而微软也是如此,在2009CES之上,微软CEO鲍尔默的主题演讲就是PC、TV、Mobilephone的融合趋势,而且微软还将加大这种技术融合的投入。
而三星、LG、索尼爱立信、摩托罗拉们最终的结果是仅仅担负手机硬件制造,我们也看到三星、索尼爱立信、摩托罗拉他们已经开始制造windows mobile、android、symbian等各种智能机,由此产业链分工更加明确,当然负责硬件制造的利润率会远远低于微软、诺基亚。

Crazy English

As an English fan I admire those people reading English loudly on the playground,do you like recitation?then don't be afraid ,read out !
Crazy English is very good for our English,especially in the morning.I used to reading something when I get up in the morning,but not loud enough,because I don't want to disturb my roommates' sweet dreams,ha ha ^_^ tell you something interesting on the side,one of my roommates is very very crazy about Crazy English,he not only read loudly but also sing loudly,you can hear his voice on the opposite dormitories,whenever at this time I always said "Mad English ! "with smile.
Although his loud voice will often disturb others,I appreciate his attitude towards study very much,if you love one thing,just do it ,don't consider too much.

经济适用房买得起吗

经济适用房推出要把许多政策规划好,否者今后又会出现一大堆政策后遗症,于其这样,在保障房建设中,政府的重点应放在如何解决更多低收入者的住房问题上,可以大量推出廉租房的建设。

现在经济适用房说五年以后才能上市,上市要补地价,也就是补土地出让金。问题是管理层是否已经规划好今后补地价的具体方案?是不是考虑清楚了,这个地价怎么补?五年后经济适用住房再上市,一般来说,要按照当地城市土地级差来补地价,也就是按照商品房实际楼面地价水平来补交土地出让金。如果是这样,普通工薪阶层由于受制于收入水平的限制,到那时由于土地出让金的随着当地城市的土地级差的上升,还是补不起。五年以后政府如果强制性让他们补土地出让金,又产生新的矛盾。

我建议,在推出经济适用房之前一定要把今后会产生的矛盾提前考虑好。现在为了提振经济,大量动用救市资金来兴建经济适用房,而忽略了真正意义上的保障房更为重要的环节廉租房建设。

我建议我们首先把城市规划搞的好一点,提高土地可利用资源,上海前几年实施的一刀切的2.5的容积率,实际上对于这样一个寸土寸金国际化大城市发展是不利的,把容积率大量砍下来,当然城市可建设的房子面积被大大压缩了。我们为什么不学东京和香港呢。既然普通商品房大多数是面向低薪阶层,也要充分考虑他们日常生活的实际情况,把他们赶往远离城市20-30公里以外的地方,每天要在路上花去大量涂于奔波的宝贵时间,还要花费天长日久交通成本,交通不发达,配套不成熟,让他们怎么生活呢?

上海在04年产生了两个一千万工程,动员开发商参与建设,建完后由政府收购,许多开发商兴致勃勃的参与大量兴建,但由于交通不便,共建配套不齐全,没人要去住这些房子,政府也无法一时兑现这些房子的回购,于是半途夭折了,许多开发商也被套牢了。

把中心城区和城市附近的地区的建筑容积率大大提高,以上海为例从2.5提高的3.5乃至4.5。把更多的房子建在中心城区左右,这样也大大降低了土地楼板价,让我们低收入的人可以买得起这样的房子。

目前也不要以为经济适用房是很便宜的廉价品,我所了解是很贵的。因为现在的拆迁成本高昂,在上海,楼板价达加上建安成本以及配套费等,经济适用房六千元每平方是很便宜的了,但是地段极为偏远,七、八千每平方的经济适用房也很多。所以目前的经济适用房并不是人人买得起的,也不是人人都可以享受的,如果按照严格准入门槛的话,购买经济适用房的门槛要求是很高的,包括人均居住面积和收入水平等等,但达到这个水准又买不起这些高价经济适用房。

现在许多一线城市最困难的人是谁?谁要经济适用房和廉租房呢?是我们的外来白领们,但他们没有根基,他们收入并没有达到高级白领收入水平,这些人最苦的,他们需要一个逐步过渡期,通过廉租房来过度几年。要知道现在经济窘迫,并不代表一辈子穷。高价经济适用房,低薪阶层是无力购买的,这时候又会有一部分没有符合购买标准的人乘虚而入,所以经济适用房很容易暗箱操作,产生腐败。廉租房虽然不能给居住者带来财富,但可以照顾他们的真正住房需求,所以我认为要大力兴建廉租房,才能真正解决目前急于解决的中国民生住房的问题。

Outing in Yuexiu Park

A few weeks ago, we visited the most renowned park in Guangzhou-Yuexiu Park. It has been a pleasant visit because we enjoyed not only the senic spots but gained more indepth insights into the history and culture of Guangzhou.
Following are some pictures I took in the park that I would like to share with all of you.

1) This is, perhaps, the Totem of Guangzhou. It is all about a legendary story, a reflection of the city's longstanding history and brilliant culture of over 2000 years. The story is being passed down from generation to generation. It is said that during a time in ancient times, the area of Guangzhou suffered from severe famine. From the heaven came a Divine, riding 5 sheeps who helded in their mouth rices, to endow the city with peace, prosperity and love. Guangzhou has been enjoying continuous rapid development and prosperity since ancient times. Everything glimmery and shimmering has its root in its storied past. And I am sure brilliance has a lot to do with its strong suits, and do hope it will remain, forever, the land of prosperity.

2) Below presents a beautiful secery in the park. It is really stunning. But as always and to no shock of mine, Guangzhou isn't good at clearning its waterways. And when does its government realize what it should do and is supposed to do to get its Pearl River cleaned so as to refresh the city image? Pearl River is world-famous for its sightseeings and yet, it is all the more famous nation wide for its polluted water. In spite of all its drawbacks, Pearl River and the city of Guangzhou remain a hit for tourist destination. It is all fine.
Pls do see carefully that two people, wearing raincoats, were fishing quietly and undisturedly. What a nice day it could be to just fish there with no distraction nor disturbance!

3) A snapshot of the Nanyuewang Gallary of Xihan Dinasty. With a quick glimpse from the outside, it was really small and delicate. But actually, it is unbelievably big in size inside the Gallary. Because it was originally the Tomb of the Nanyuwang King.

4) a look at the sky through spaces between branches and leaves-- the sky in Yuexiu Park. It is wild, classic and gorgeous.

5) This is what I like about spring. Flowers blossoms and trees bud, making a beautiful picture of nature.

6) Somewhere near Guangdong's Provicial Gallary located on the peak of the Yuexiu Hill(越秀山). I cannot take a picture with the full sight of the Gallary with my mobile phone. Search it on the internet if you are interested.

Foreign Songs!

In my 22 years of life,there have been a lot of foreign songs,espically English songs i have listened to.
"when I was young,i'd listen to the radio,waiting for my favorite songs..."the song called 'yesterday once more'.It was my first to hear the song when i entered a shop and would like to buy something.
I at once fell in love with it.Later, i heard it again in my classroom.Because one of my classmates also enjoyed the song.And then,i knew it called 'yesterday once more'.On account of the graceful song,i began to be interested in English.Maybe,only way by this can i understand the meaning of foreign songs.Of course,that's only my thoughts.
From then on,i began to contact with many foreign songs.Some from TV,radio and even magazines,others from my friend's introducations and other sources.As far as i'm concerned,listening to these songs will comfort me and relieve my stress.When you hear graceful melody and sleep,it's too happy for you.Maybe,my friends,you may as well try and it's possible to tackle your sleeping problems.
Recently,i have heard a song,whose name called 'Love to be loved by you'. It's pretty.I never describe my feelings accurately.It can stimulate my enthusiasm.After listening to the song,I have an impluse and even i begin to re-recognize my feelings.I love my girlfriend have and i also have an obligation to love and take care of her for good.
The romantic song is singed by Marc Terenzi.the He wants song dedicated to his wife,Sarah.
